  The Police Complaints Authority submission to the Joint Commission on Human Rights concluded that there was a disproportionate number of ethnic minority deaths in custody between 1st of April 1998 and 31st of March 2003. This report attempts to address this question in more detail by examining the circumstances of each of these deaths for evidence of discriminatory practices at each stage of the incident.
