This report was commissioned to provide an overview of the current, locally negotiated, terms and conditions of PCSOs in England and Wales, and to see if these arrangements were adequate in view of the planned expansion of PCSO numbers to 24,000 by 2008 supported by the Neighbourhood Policing Fund.
