Summary of HMIC baseline assessments.

In 2004/05, Wiltshire had the lowest total recorded crime in England and Wales. Investigative performance, however, was hampered by a series of murders and other major enquiries, most of which were brought to successful conclusions in a relatively short time. Pressure from these events highlighted the limited capacity dedicated to major crime investigation, and combating cross-border criminality will represent challenges for the new Chief Constable.

Two of the main organisational challenges for 2005/06 are to introduce systems to improve the way resources are used to respond to calls from the public and to establish clear standards of service. The budget settlement for 2005/06 requires savings to be made and places pressure on staffing levels. A programme is therefore under way to determine the mix of staff and how they will deliver policing services.
