Summary of HMIC baseline assessments.

West Midlands police is the second-largest force in the country (police officer establishment) behind the Metropolitan Police Service.

Under the EVOLVE programme (an intelligence-based approach to addressing quality-of-life issues and designing the right response), the force has demonstrated its commitment to providing a citizen-focused service, placing emphasis on community and partnership engagement to improve service provision, promote reassurance and inspire public confidence in the police. During 2004/05, the overall total volume crime levels across the West Midlands continued to fall by 13.4%, a faster rate than those of its peers.
The main challenge for the force during the coming year is to reverse the disappointingly low detection rate for all volume crime which has fallen below average, placing the force bottom of its peer group.
