Summary of HMIC baseline assessments.

During 2004/05, Staffordshire Constabulary had to resource a large-scale and prolonged environmental protest over the breeding of animals for pharmaceutical testing, together with the linked investigation of the desecration of the grave of Gladys Hammond.

Despite these challenges, the force continued to be a top performer within its peer group in 2004/05, and nationally in relation to detecting volume crime. The force also continued to make significant reductions in levels of recorded crime in most priority crime areas.

There has been significant continuity in both the force executive and police authority, although a new Assistant Chief Constable (Operations) joined the force in August 2005.
A key priority for the force in 2005/06 is to enhance the areas of quality of service and structures for neighbourhood policing within the Building Safer Communities programme.
