Summary of HMIC baseline assessments.
The make-up of the chief officer team changed during 2004, with the appointment of a new Chief and Deputy Chief Constable (DCC). Under this new leadership, the force is striving to be regarded as the best force in the UK and has set out its vision in the ‘Blueprint for Service Improvement’. Aligned to this is the strategic intention to increase overall strength to 9,000 employees in Project 9000.
During the baseline assessment the force was undergoing re-organisation, presenting many challenges and opportunities for the future, including a more focused and robust approach to organised crime, as well as providing support for neighbourhood policing.
Liverpool will become the European Capital of Culture in 2008, and many new initiatives will be introduced in the years leading up to and beyond 2008. The award in itself offers the opportunity to lead to further regeneration and development.
