Summary of HMIC baseline assessments.
The growth in organised and violent crime, particularly within the city of Leicester, coupled with significant rural issues across the county, mean the force faces considerable pressures delivering its policing service. There is good continuity within the command team and, with the exception of the Assistant Chief Constable (crime) appointed in 2005, the chief officer team has been in post for some time.
During 2004/05, the force achieved strong improvements in its performance, with reductions in the rate of domestic burglary, vehicle crime and robbery and increased sanction detection rates in volume crime categories. However, a challenge for the force during 2005/06 is to reduce violent crime and strengthen its overall crime reduction/detection performance in comparison to its peer group. The force is continuing to build on its existing culture of community policing, focusing on community engagement and contact through the ‘Getting Personal’ programme, as well as further development of neighbourhood policing teams.
