Summary of HMIC baseline assessments.

Policing challenges in Kent include the contrast between the largely urbanised and diverse north-west, and the many sparsely populated rural areas that have very different policing needs. As the ‘Gateway to Europe’ through its ports and the channel tunnel, some of Kent’s challenges are unique. Associated issues include significant travelling criminality and illegal immigration.

The command team in Kent has a good blend of skills and experience, a proven ability to deal effectively with financial challenges, and a shared agenda for change, emphasising reassurance and better engagement with communities. There is recognition that the time is right for restructuring in 2005/06 and for this to be achieved without prejudice to performance. Restructuring will address coterminosity with crime and disorder reduction partnerships, as well as exploiting the opportunity to centralise major crime investigation and develop sustainable performance and accountability frameworks based on qualitative as well as quantitative measures.
