Summary of HMIC baseline assessments.

Humberside Police covers the local authority areas of North East Lincolnshire, North Lincolnshire, East Riding of Yorkshire and Kingston-upon-Hull, and has four operational divisions co-terminous with the council areas. There is also a new command team, as the Chief Constable has been in post only since April 2005.

Force performance relative to its peers continues to be poor in many areas. However, Humberside has shown the fastest rate of crime reduction in England and Wales during 2004/05, and has achieved many improved grades in the direction assessments for the reducing and investigating crime areas.

The force has been working with the Police Standards Unit (PSU) since autumn 2003. A comprehensive plan to focus upon crime reduction and crime investigation has been implemented. While this has resulted in significant improvements in operational performance, much additional work is still required to bring the force ‘in line’ with the results being delivered by its peers.
