Summary of HMIC baseline assessments.
Hertfordshire Constabulary has three divisions, with devolved teams including intelligence units, roads policing and Criminal Justice units. Locally-based community teams place strong emphasis on partnerships, problem solving and tackling anti-social behaviour, with dedicated ward officers in place, supported by PCSOs and Special Constables.
The force and police authority have a wide-ranging ‘Public Access and Visibility Strategy’ with the first major project – the new Contact Management Centre – due for completion in spring 2006. Reallocating staff to respond to major and serious crimes has also had an impact on local performance and, as a result, the force recently created a dedicated major crime task force.
The Chief Constable, appointed in October 2004, initiated changes to reinforce the policing style to ensure the force maximises the impact of strategic priorities. The majority of these changes will take effect during 2005/06. Additionally, the force will be exploring opportunities for greater consultation and engagement with local communities.
