Summary of HMIC baseline assessments.

Devon & Cornwall Constabulary serves the largest territorial policing area in England, including over 550 miles of coastline. Policing challenges include areas such as Plymouth, Exeter and Torbay, combined with rural expanses such as Dartmoor and almost year-round tourist activity, all of which add to the demands placed on the force.

Despite Devon & Cornwall being essentially safe places to live, work and visit, the force has contended with a series of major investigations which it has successfully managed and brought, in the main, to successful conclusions. However, these investigations have tested resilience. HMIC assessed that the force’s performance in relation to volume crime investigation deteriorated in 2004/05.

The force has undergone structural and cultural change, driven by the Chief Constable. This continues with the recently launched Vision, Mission and Values which underpins the concept articulated in ‘Principles of Policing’ and reinforces the commitment to neighbourhood policing.
