Summary of HMIC baseline assessments.

Cumbria is the second largest county in England by area and while its population is just under half a million, it attracts over 23 million visitors each year. Cumbria is divided into three operational areas and the previous two years have seen a significant realignment in the way that the force’s local policing service is delivered, with 19 local policing teams providing core services and a more visible policing presence.

In January 2005, the force dealt with severe flooding in Carlisle. Multi-agency emergency planning measures were implemented, as up to 3,000 homes required evacuation. As a result the police station was lost, as were 20 vehicles and all equipment on the ground floor. This had a disruptive influence on policing in the area, although contingency measures were effective.

Key challenges for the force in 2005/06 include increasing its performance in the investigation of volume crime.
