Review of Criminality Information (ROCI)
The independent Review of Criminality Information (ROCI) examines the way in which criminality information is shared between agencies and services both within the UK and internationally to protect the public.
The review was commissioned in 2007 by the Home Secretary, following an inquiry into the handling of notifications by other European countries, of criminal convictions for UK citizens.
Criminality information is any information which is, or may be, relevant to the prevention, investigation, and prosecution or penalising of crime.
The review, led by Sir Ian Magee, makes recommendations which will increase the efficiency and effectiveness of the whole public protection system and directly assist staff working on the frontline.
The recommendations are built on widespread consultation across the whole public protection network, including staff on the frontline of many of the agencies and services.
It is important that criminality information sharing should be proportionate and follow the existing legal requirements around data protection.
The recommendations represent a package of improvements to information flows. Some can be implemented quickly; others will take longer. But all are needed if improvements are to be achieved and lessons learned for the future.
