Roles and Responsibilities

This page details the roles and responsibilities best adopted when using ABC.

  • The Central ABC Team and ABC Project Board lead the ABC implementation and provide continued support to forces, following on from the work already completed by the Migration Group
  • ACPO lead in planning, managing and monitoring the production of ABC in 2003-04
  • Activity Analysts deliver Activity Analysis data and offer briefings and training where required, e.g. for Local Liaison Officers
  • Finance staff cost the Activity Analysis data and submit ABC results to the Home Office
  • BCU Commanders feed in their local requirements to the planning undertaken by Activity Analysts, and communicate ‘buy-in’ to operational staff
  • Local Liaison Officers manage distribution of (activity) cards, and brief operational staff on requirements
  • First Line Supervisors collect cards from Local Liaison Officers and manage operational staff input
  • Operational staff attend training where required, and fill out activity cards as accurately as possible

Internal Project Board

It is also recommended that each force set up an Internal Project Board, comprising those with key ABC roles in the police force and authority. This group is responsible for leading the implementation of ABC in the force, making decisions about approach and so forth.

Key responsibilities:

  • Signing-off the force ABC Plan
  • Monitoring the force’s progress to the plan
  • Escalating key issues
