Police Reform Unit

The Police Reform Unit is responsible for co-ordinating the Home Office's strategic policy on policing and, working closely with ACPO and the APA, the police reform strategy.

In addition to leading on developing the Home Office's broader approach to policing, the police reform unit is specifically responsible for policy on Neighbourhood Policing, Police Community Support Officers, Citizen Focused Policing, the appointment of independent members of Police Authorities and communications from the Home Office to the police service.

It is also responsible for coordinating the implementation of the police reform programme, including provisions of the Police Reform Act 2002 and through supporting the ACPO chaired Policing Portfolio Group.

The '101' Single Non-Emergency Number Programme is also part of the Police Reform Unit.

The Police Reform Unit is led by Richard Clarke.
