Police Reform & Resources Directorate
The Police Reform and Resources Directorate (PRRD) was established in April 2007, following vesting of the National Policing Improvement Agency (NPIA).

The Police Reform Unit is responsible for improving the performance of all police forces.
101 Single Non Emergency Number Programme
101 is the new telephone number for the public to access advice and effective action on community safety and anti-social behaviour issues.
Police Finance and Pensions Unit
This unit is responsible for funding issues that affect police forces.

The Police Productivity Unit (PPU) leads on policy for efficiency and workforce modernisation in the police service. PPU brings together the police efficiency agenda and issues relating to the development and resourcing of the police workforce.
Police Protective Capabilities Unit
The Police Protective Capabilities Unit was established in February 2007 to progress the Home Office's work on improving the capabilities of the police to deliver "protective services".
PRRD is responsible for ensuring that there is a coherent and well-communicated programme for police reform which is taken forward in effective partnership with the Association of Chief Police Officers (ACPO), Association of Police Authorities (APA) and others and makes good use of the NPIA.
It has specific responsibility for:

ensuring a strong partnership around the police reform programme with ACPO and APA

supporting Sir Ronnie Flanagan’s current review of policing

the allocation of police resources and improving efficiency and productivity, including through workforce modernisation

policy on police pay and pensions

The roll-out of neighbourhood policing

Tackling bureaucracy
-
Developing and supporting protective services work and collaboration across forces

101, the Single Non-Emergency Number Programme

The Schengen Information System programme until this transfers to the NPIA in summer 2007.

Regional Policing Leads
There are three regional policing leads within PRRD who work with the 43 police forces across England and Wales to support Police Reform and, in particular, the development of Protective Services and collaborative working arrangements.
Andy Ford is the regional policing lead covering the North East, Yorkshire & Humberside, East Midlands, East of England.
Louise Dominian is the regional policing lead covering Wales, West Midlands and City of London
Amobi Modu is the regional policing lead covering the North West, South West, South East, Metropolitan Police and British Transport Police.
The Director of the Police Reform and Resources Directorate is Stephen Kershaw.
