Police Reform and Resources Directorate

The Police Reform and Resources Directorate (PRRD) was established in April 2007, following vesting of the National Policing Improvement Agency (NPIA).

 

  • Police Productivity Unit

    This unit leads on policy for efficiency and workforce modernisation in the police service.

  • Police Protective Capabilities Unit

    This unit was established to progress the Home Office's work on improving the capabilities of the police to deliver "protective services".

  • The Public Confidence Unit

    This unit is responsible for the policy related to the single public confidence target for police forces in England and Wales.

PRRD is responsible for ensuring that there is a coherent and well-communicated programme for police reform which is taken forward in effective partnership with the Association of Chief Police Officers (ACPO), Association of Police Authorities (APA) and others and makes good use of the NPIA.

It has specific responsibility for:

  • ensuring a strong partnership around the police reform programme with ACPO and APA
  • the allocation of police resources and improving efficiency and productivity, including through workforce modernisation
  • policy on police pay and pensions
  • implementation of Sir Ronnie Flanagan’s review of policing
  • implementation of the Policing Green Paper
  • improving public confidence and implementing the policing pledge
  • local accountability
  • tackling bureaucracy
  • neighbourhood policing policy
  • developing and supporting protective services work and collaboration across forces
  • sponsorship of Her Majesty's Inspectorate of Constabulary

The Director of the Police Reform and Resources Directorate is Stephen Kershaw.
