Local Delivery Unit
As part of the implementation of the wider Home Office Reform Plan, the Local Delivery Unit (LDU) was created on the 9th October 2006 under the leadership of Jayne Curtis.
The purpose of LDU is to enable successful delivery of all Home Office business at a local level by
-
bringing clarity to the relationships with Government Offices (GOs)
-
bringing clarity to Home Office local partnerships and delivery models
-
building an overall sense of place and local performance in the Home Office
-
putting in place steps to make policy development and local delivery of Home Office policies more joined up
-
seeking to reduce burdens, conflict and duplication.
Service Level Agreement
LDU is developing a service level agreement (SLA) with the government office network that sets out clear expectations between the Home Office, the National Offender Management Service (NOMs) and the Office for Criminal Justice Reform (OCJR) business areas that have recently joined the Ministry of Justice, and the nine government offices for the regions. The SLA will drive successful delivery of all Home Office and Ministry of Justice (NOMS and OCJR) business through the regions.
Governance for the SLA will be provided through development of Regional Operating Reviews (RORs) held quarterly with the nine Government Offices for the Regions. The purpose of RORs are to maximise the benefits offered by the Service Level Agreement and, in doing so, improve local delivery.
RORs bring together representatives from the Home Office and Ministry of Justice regional business areas. They provide a forum for these representatives operating at a local level with the Government Office to explore how they can work more effectively to improve delivery of their business priorities in the region and ensure that the benefits of joined-up working are fully realised.
Local Government, Local Area Agreements (LAAs) and regeneration
The unit continues the important crosscutting work on Local Government, Local Area Agreements (LAAs) and regeneration for the Home Office and provides continuity for the NOMS and OCJR business areas that have recently joined the Ministry of Justice. This includes

leading implementation of the cross-government Local Government White Paper change programme for the Home Office
-
strategic development of LAAs and the contribution of local government to the achievement of Home Office and Ministry of Justice business objectives
-
contributing to local government reform policy, representing Home Office and Ministry of Justice business interests
-
ensuring other Government departments’ initiatives on neighbourhood renewal, sustainable communities, social exclusion and regional development agencies contribute to Home Office delivery and vice versa.
